AUG. SEP. 2021 XII which 250 million was allocated for 2020 and 200 million for 2021. The result? Again this time, at the beginning of 2021, the tens of thousands of companies that have submitted applications to be funded had to wait another two months, in March, to receive the first tranche, 90%, and 15 days after the advance, the second, 10%, but after submitting the receipts for payment of purchase invoices already accounted for in the submission of applications. Even in the second phase, due to technical problems in data acquisition, there were still delays in the payment of the balance. Involved mainly restaurateurs who submitted paper applications, many of which were forced to recompile the forms forwarding them electronically. THE SITUATION TODAY Now something has changed but there is still a long way to go. The Decreto Sostegni bis of 25 May 2021 (No. 73) converted by the law of 23 July 2021 (No. 106) granted new facilities and measures to encourage the recovery of Italian activities damaged by the Covid19 pandemic. They affect workers, households and businesses. In fact, new non-refundable contributions have been arranged for holders of VAT numbers who carry out business, art or professional activities, and for non- commercial bodies and third sector bodies, without sector limitations or restrictions on the classification of the economic activities concerned. The Act provides a non-refundable grant for VAT registered companies who have suffered a fall in turnover of at least 30% between 2019 and 2020 and a financial aid on the average monthly fall in turnover between 1 April 2020 and 31 March 2021. For the current year, 60 million has been allocated to support businesses operating in wedding, entertainment, party and ceremony organisation and HORECA (Hotellerie, Restaurants and Catering). Activities that can take advantage of the benefits if they have recorded a decrease in turnover in 2020 compared to 2019. “With the December Decree Supports (No. 41/2021) the allocation of the non- refundable amounts,” specifies Salonna, “has undergone a further change in both calculation and time. The calculation was monthly, i.e., the total of the monthly average of 2020 on 2019 if the loss suffered was greater than 30%: a contribution on a percentage basis linked to staggered turnover, 1000 euros for professionals and self-employed and 2000 euros for companies. Recently, the non- refundable contribution for businesses has been completed with the double Decreto Sostegni bis. So those who benefited from the contribution contemplated in the Support Decree of March can benefit from the same amount, or they can appeal to the ‘Support bis’ for seasonal activities, proceeding with a different calculation, considering the period April 1 to March 31, 2021 on April 1 to March 31, 2020, provided that the decline in turnover corresponds to at least 30%”. All this will be possible as soon as the new implementing decree is issued, which will set out the parameters, competencies and procedures for obtaining it. A new bonus was introduced for seasonal workers in tourism, entertainment, self- employed and freelance workers for June and July 2021. This amount concerns both those who have already benefited from the previous Inps 2400 euro bonus and those who have not previously received any incentive. We remain confident!
