OCT. NOV. 2020 XIV social security contributions, the start of individual dismissal remains blocked and those effected after 23 February 2020 remain pending. In the same way, the suspension of the collective redundancy process is confirmed. “Also, on this front there are some clarifications to be made,” explains Salonna, “the only exceptions with respect to what is indicated, refer to the definitive termination of the company following the liquidation, the company agreement with the trade unions and with the voluntary participation of the employee and, ultimately, to company bankruptcy. “In this exception, if the provisional period of operation of a business activity is triggered, redundancies may be made to sectors not included in the same business activity.” Also for the redundancy support there is news of the possibility of requesting another 18 weeks due to “Covid” from 13 July to 31 December 2020. “The first 9 weeks can be requested immediately,” he says, “and absorb the welfare benefits requested and authorized after 12 July 2020. Instead, the second 9week tranche will be granted to companies that have already exhausted the first weeks and will be granted free of charge to businesses with losses of more than 20% and to those that started activities after January 2019.” TOSAP AND COSAP Another fundamental provision of the August Decree concerns the extension of the exemption from the payment of the tax for the occupation of public spaces and areas (Tosap) and the rent for the occupation of public spaces and areas (Cosap) until 31 December 2020 for all premises. The Decree also sanctioned the exemption of the second Imu installment for discos, nightclubs and similar, provided that the owners are also the managers of the activities. From 1 May 2020, and until 31 December 2020, applications for new concessions for the occupation of public land and the extension of areas already granted must be submitted electronically to the competent office of the local authority, together with the plan and without stamp duty. FOR TOWN CENTRES “Again in support of businesses, the August Decree provides for a fund for the town centre operators.” adds Salonna “This is a contribution for the economic and commercial activities of the town and city centres with the greatest tourist attraction, identified in 29 urban centres, established by comparing the number of foreign visitors with the number of residents. “The minimum contribution is 1.000 euros for individuals and 2.000 euros for other entities: support is granted to businesses that recorded a 50% decrease in turnover in June 2020 compared to the same month of the previous year.” The amount of the contribution is commensurate based on the difference in turnover in 2019 with different percentages: for revenues not exceeding 400 thousand euros, 15%, for revenues exceeding 400 thousand euros and up to 1 million euros, 10% and for revenues exceeding one million euros, 5%. EXPERT ADVICE “All the news of the August Decree are published in the Ordinary Supplement to the Official Gazette, No. 104 of 14 August 2020.” concludes Salonna “In such a delicate and exceptional historical moment, such as the one we are experiencing, the catering sector must demonstrate great willpower; I think it is essential to also engage in a series of parallel “investments” such as staff and employee training, take advantage of all national and local management and fiscal provisions, make the most of modern technologies considering this kind of evolution as an ally to expand the market, as well as hoping for an advantageous taxation, even temporary, for the sector among the most affected by the pandemic.” AT PAGE 46 ON THE TABLE It’s time to think digitally Act and react with a targeted marketing project. Let’s not miss the opportunity to keep up with the times by Luca Vivanti - marketing expert and Ambassador of AINEM (Assoc. Italiana Neuromarketing) I have repeatedly mentioned in previous editions how good, correct and effective communication is essential, especially nowadays. As I approach to write a new article in the middle of October, while the painful notes of a new spread of the pandemic bounce off every communication tool illustrating almost unstoppable growing values, it is normal to wonder what scenarios during the autumn and next winter will meet us. Unfortunately, a gloomy Turnerian sky prevails. In reality, this is the time for action and reaction to everyday negativity. It is precisely rationality that must help us to understand some extremely important aspects that this world pandemic has highlighted. First point: everyone has understood how much the human being needs sociality, sharing and empathy. During the “darkest” periods of the pandemic, we have all been won over by digital tools to maintain this need for sociality via the internet. Second point: the spread and growth in Italy of the use of digital tools has made a leap forward in three months, equal to that of the last five years. If we stop to think about it for a moment, we can see this for ourselves, even without reading the official scientific and social research data. The use of social networks, apps, websites... has become so widespread in Italy that it is estimated that there are around 50 million daily users of digital equipment. The number is such that it exceeds the absolute quota of adults, which means that a large proportion of minors use these tools. Third point: recent studies have verified how far our brain capacity has been reduced to concentration. We have gone from about 20 minutes in the mid-1980s - when the digital world did not exist - to today, when the average concentration capacity is estimated at 20 seconds. On the contrary, the time needed to return to concentration has dramatically increased: more than 25 minutes! You may wonder what all this means. Simply that the human being of the digital age now has a paroxysmal need MAGAZINE
